When leaders of Iran and Syria meet with American politicians, are they 'appeasing' the United States?

You hear a lot of this when someone, usually a 'democrat', meets with one of these bums. But doesn't this kind of thing cut both ways? If some bozo from Hamas sits down with let's say President Obama, does that mean that the Hamas guy wants to 'surrender'? Wadda' 'ya think?
