Is George W Bush to blame for the Crisis?

I think GW was a bad president. I also think he was an unlucky president who just happened to be in office when the chickens came home to roost. The chickens being deregulation, tax cuts which mostly went to the wealthy, a series of costly and not very wise wars. I think either Kerry or Gore would have been a better president than either Bush, but they would have had to wrestle with some of those same chickens hatched by other presidents.
