I don't get it? What's up with the end of the lifetime movie Thirteen?

Okay what was up with those people running up to Tracy when she was alone? And what did Evey mean by "you don't get it" and why did she turn her in to her mother? And finally what's up with the ending where Tracy is on the spinning thing and she starts screaming at the end?
